OF LOWDEN CITY COUNCIL, REGULAR MEETING, MONDAY, JANUARY 3,
2005, 7:00 PM
The
regular meeting of the Lowden City Council was called to order
by Mayor Reuben Wenndt. Councilmembers present on roll call: Gottschalk,
Kroemer, Hamdorf. Absent: Decker, Conrad. (Conrad seated at 7:05
PM)
Visitors: Pat Kroemer, Gene Hamdorf, Steve Lacina, Jan Olsen.
M/S Hamdorf, Kroemer to approve the minutes of the 12-6-04 and 12-13-04 meetings.
Ayes: Hamdorf, Kroemer, Gottschalk.
M/S Gottschalk, Kroemer to seat Conrad at 7:05 PM. Ayes: Hamdorf, Kroemer, Gottschalk.
M/S Kroemer, Hamdorf to approve payment of the bills. Ayes: All.
Steve Lacina, CEDCO, gave a report on CEDCO’s past year activities.
Mayor Wenndt opened the Public Hearing on the proposal to adopt the municipal
Code of Ordinances. No oral or written comments were received. Mayor Wenndt closed
the Public Hearing. M/S Conrad, Gottschalk to approve Ordinance #762 whereby
the
City Code of Ordinances
is adopted. Ayes: All.
Correspondence was read from ECIA concerning Pre-Disaster Mitigation Planning.
The City has an existing Hazard Mitigation Plan, but to receive FEMA Public Assistance
funds in case of an emergency, the City must have an approved Pre-Disaster Mitigation
Plan. The City would be eligible for a planning grant from FEMA and/or the Iowa
Homeland Security and Emergency Management Division to cover the cost of the
plan. The local match could be 100% in-kind whereby a PDM planning task force
would be accounted for and utilized as the local match. M/S Kroemer, Hamdorf
to authorize ECIA to prepare a Pre-Disaster Mitigation Planning grant application
for Lowden. Ayes: All.
Reuben Wenndt presented information from City Carton Co. quoting prices for a
used and a new cardboard baler. A used baler would cost $5474.25 and the price
for a new baler was $8274.25. The baler makes 1000# bales and the City could
get around $20/bale for recycling the cardboard. Currently, the City takes its
loose cardboard to City Carton Co. and does not receive any compensation for
it. Gene Hamdorf said the City takes about 8 ton of cardboard yearly to City
Carton Co. Council felt the City couldn’t justify buying a baler for that
price and suggested checking with neighboring towns about sharing the baler.
After discussion, M/S Conrad, Hamdorf to have Mayor and Gene Hamdorf talk to
other towns about sharing a cardboard baler. Ayes: All.
M/S Conrad, Kroemer to pass Resolution #01-05 appointing Wes Griesbach and Dean
Drumm as commissioners to the Eastern Iowa Regional Housing Authority for a two-year
term. Ayes: Kroemer, Gottschalk, Conrad. Nays: Hamdorf.
Council decided
against videotaping council meetings to air on the F & B local
channel. Lowden would have to buy its own video equipment to do the
taping.
Financial report will be presented at the February meeting due to lateness
of the bank statement.
Gene Hamdorf reported he is still working on the water filters and one of the
sewer pumps is still at the factory and another one should be returned to Lowden
this week.
M/S Conrad, Kroemer to approve a building permit for Joy Combs - garage and
room addition. Ayes: All.
Council set January 24, 2005, 6:45PM, for a special meeting to discuss the
FY06 budget.
