LOWDEN CITY COUNCIL
OF LOWDEN CITY COUNCIL, REGULAR MEETING, MONDAY, JANUARY 4,
2010, 6:00 PM, CITY HALL
The regular meeting of the Lowden City Council was called to order by Mayor Dan Hamdorf. Council members present on roll call: Conrad, Ryan, Olsen, Decker. Absent: Hoffmeier. Visitors: Gene Hamdorf, Pat Kroemer, Rob Hunter, Clark Gordon, Kevin Lange, Wes Griesbach, Colette Perry, Joe Crock.
M/S Olsen, Ryan to approve the minutes of the 12/7/09 meeting. Ayes: All.
M/S Conrad, Decker to approve the bills presented with the correction for CK7935-Galen Conrad, description-6 mtgs. Ayes: All.
Wes Griesbach said he received a bill from the City for $100 for trimming a tree at his 4th Street property. He had received a notice to trim the tree and claims he then spoke to Gene Hamdorf and Gene told him to wait on trimming the tree until the Tree Committee could look at it. However, according to Wes, the City did the trimming without speaking to him. Council told him to hold onto the bill until the Tree Committee could look at the tree to determine if the tree needs to be removed which would be at the City’s cost.
Mayor Hamdorf made a conference call to John Danos, Dorsey & Whitney, Bond Attorney for the City of Lowden, regarding Little Home Day Care Center’s USDA loan. Due to their dire financial situation, Little Home wants the City to take over the USDA loan payments. Danos stated the City is not responsible for the loan payment. Specific aspects of the loan agreement state loan payment are made from the revenues from Little Home Day Care Center. Danos did say, if the City has an excess in the General Fund, the City could have the option to look at budgeting annually to help make the loan payments. This action would only take City Council approval, not a public vote. Danos said the City should talk to the local bank to inquire if Little Home Day Care Center defaulted on the USDA loan, how this would affect the borrowing capacity for the City. Council also agreed they would like to attend a North Cedar School Board meeting on Jan. 18. Council will see if the school is looking at any changes with the offering of preschool at North Cedar Elementary or if Little Home Day Care will offer a full-time preschool which could help their financial situation. Council will discuss Little Home Day Care Center’s financial status again at the February meeting.
M/S Ryan, Olsen to have the first reading of ordinance # 789 increasing garbage rates by 18%. Ayes: All.
Council discussed Lowden Legion’s snow removal from their parking lot. The Legion pushes their parking lot snow into the street and the City hauls it away. Council said they are a non-profit organization and the City will continue this practice.
