LOWDEN CITY COUNCIL MINUTES

PROCEEDINGS OF LOWDEN CITY COUNCIL, REGULAR MEETING, MONDAY, JANUARY 5, 2004, 7:00 PM

The regular meeting of the Lowden City Council was called to order by newly sworn in Mayor Reuben Wenndt. Council members present on roll call: Conrad, Kroemer, Gottschalk, and newly sworn in council members Hamdorf and Decker. Visitors: Norm Nielsen, Gene Hamdorf, Pat Kroemer.

M/S Conrad, Kroemer to approve the minutes of the 12-1-03 and 12-22-03 meetings. Ayes: All.

M/S Kroemer, Hamdorf to approve payment of the bills as presented. Ayes: All.

Norm Nielsen, Associated Ins. Counselors, Preston, Iowa, presented information to the council on the Iowa Communities Assurance Pool (ICAP). It is a non-profit organization of Iowa public entities who share insurance coverage. Currently more than 335 public entities in Iowa, including almost one-half of the state’s counties are members of ICAP. Nielsen said ICAP is able to keep costs stable and provide more coverages and services than ordinary insurance companies and then return any surplus and profits back to its member owners. After discussion, M/S Conrad, Gottschalk to go out for bids for the City’s insurance package with bids to be returned by February 25, 2004, 12:00 PM. Ayes: All. Council will review the bids at the March council meeting.

M/S Kroemer, Hamdorf to not accept partial funding to replace the 8th Street bridge in Lowden as offered by the IDOT. Ayes: All. The bridge will remain on the candidate list for funding in the future.

Clerk informed council there will be sewer charges only at the two houses at Jeff Licht and Denise Wood. The Wood’s house has a meter and the maintenance men will be checking it to see if it’s in proper working order to measure gallons used.

M/S Hamdorf, Gottschalk to approve the monthly financial report. Ayes: All.

Council set January 12, 2004, 7:00 PM, for the City’s budget meeting.

A written request from William Norton for funding for the Little Home Day Care was reviewed and will be considered at the budget meeting. Norton is requesting $200 a month from the City to help fund the day care center.
