LOWDEN CITY COUNCIL MINUTES

PROCEEDINGS OF LOWDEN CITY COUNCIL, SPECIAL MEETING, TUESDAY, JANUARY 8, 2013, 5:30 PM, CITY HALL

The Lowden City Council budget meeting was called to order by Mayor Barry Hoffmeier.

Pledge of Allegiance was recited.

Council members present on roll call:  Conrad, McCreight, Olsen, Behrens, Helmold.
Visitors:  Kirk Steinke, Pat Kroemer, Jan Olsen, Laurie Millam, Bill Norton.

Laurie Millam and Jan Olsen, Lowden Library Board members, presented information about the Library and their proposed FY14 budget request of $43926.20. They also asked if City personnel receive wage increases, the librarian will be included in that.

Bill Norton asked the City to continue to make loan payment to USDA, $1462/month, for Little Home Day Care.   Mayor asked Norton why the $200/month reserve payment from Little Home to the City has not been made since Sept. 2012.   He said they do not have the funds for this.

City Council discussed budget issues for FY14 including the Fire Dept., Rescue, Library, street projects, sewer bond payment, etc.    

Kirk Steinke asked the council to consider a new 1-ton truck with a spreader.   Council said possibly the truck could be paid for over a 3-year period.   Kirk asked the Council to clarify the clothing allowance for the two maintenance men.  Council will place that item on the February meeting agenda. 

Council discussed wages for City personnel.   McCreight asked for 30 percent reduction in wages.   Olsen said he did not think part-time employees, Librarian and City Clerk, should receive a health insurance reimbursement, currently $425/month.   

After further discussion of a wage increase, M/S Conrad, Helmold to increase employees Kirk Steinke, Nick Lange, Peggy Kedley, and Vicki Mohr, health insurance reimbursement by $100/month and no increase on wages.  Ayes:  Helmold, Conrad.  Nays:  McCreight, Behrens, Olsen.    Motion defeated.

McCreight suggested scheduling another meeting to discuss wages.

After more discussion clarifying the first motion, M/S Conrad, Behrens to increase employees Kirk Steinke, Nick Lange, Peggy Kedley, and Vicki Mohr, health insurance reimbursement by $100/month, $.50/hr. increase for Lucille Horman-cleaning and no increase on other wages.  Ayes:  Behrens, Helmold, Conrad.  Nays:  McCreight, Olsen.   Motion approved.

A Public Hearing on the FY14 proposed budget will be held March 4, 2013, 5:30 PM.

M/S Helmold, Conrad to adjourn at 9:13 PM.   Ayes:  All.
