LOWDEN CITY COUNCIL MINUTES

PROCEEDINGS OF LOWDEN CITY COUNCIL, SPECIAL MEETING, MONDAY, JANUARY 12, 2004, 7:00 PM

The special meeting of the Lowden City Council was called to order by Mayor Reuben Wenndt. Council members present on roll call: Kroemer, Decker, Hamdorf, Gottschalk, Conrad. Visitors: Jan Olsen, Tessa Holst, Merlon Kruckenberg, Bill Ihns, Gene Hamdorf, Jay Weiland.

M/S Kroemer, Hamdorf to add to the agenda “Sewer Line Extension South of Hwy. 30”. Ayes: All.

Jay Weiland informed the council New Horizon FS will not allow JJJ Enterprises to run a sewer line extension for Hunwardsen’s Car Wash through the F.S. property north of Highway 30.  New Horizon is concerned about environmental liabilities. After discussion, Councilman Conrad said he would speak to New Horizon Manager Kendall Miller. Conrad will tell Miller an individual is not gaining from this extension but the City is trying to bring a business into town and the City would own the sewer line after installation.

Council discussed budget items for FY05.

M/S Kroemer, Conrad to increase the tax asking from the fire townships by 5%. Ayes: All. The City will increase the Fire Department’s total budget by 5% to $24,060.

Rescue budget will remain the same at $5,925.

M/S Hamdorf, Conrad to increase the library’s budget by $500 to $24500. Ayes: All.

Building permit fees will be increased as follows: new house-$100, garage or addition-$25, deck or shed, sidewalk, curb and gutter-$10. An ordinance will be prepared for this change.

M/S Gottschalk, Conrad to increase Tim Burmeister’s salary by 3% due to his recent wastewater operator’s certification, with Gene Hamdorf, Peggy Kedley, and Lucille Horman receiving 2% increases in their wages. Ayes: Conrad, Gottschalk, Hamdorf. Nays: Decker, Kroemer. Motion passed.

A Public Hearing on the FY05 budget will be held March 1, 2004, 7:00 PM, at Lowden City Hall.

M/S Kroemer, Hamdorf to adjourn at 9:23 PM. Ayes: All.

Next regular meeting is February 2, 2004, 7:00 PM.
