PROCEEDINGS
OF LOWDEN CITY COUNCIL, REGULAR MEETING, MONDAY, FEBRUARY 2,
2009, 6:00 PM, CITY HALL
The
regular meeting of the Lowden City Council was called to order by
Mayor Dan Hamdorf. Council members present on roll call: Conrad,
Ryan, Decker, Tucker. Absent: Olsen. Visitors: Clint Henning, Gene
Hamdorf, Pat Kroemer, Rob Hunter,
Joe Goodlove.
M/S Decker, Tucker to approve the minutes of the 1/5/09 and 1/21/09
meetings with the following clarification of the 1/21/09 minutes --
the FY10 budget for
the Library will be increased by $5278 from $33198 to $38476. Ayes: All. The
$2500 increase amount approved at the 1/21/09 meeting did not include the projected
increase in revenues of $2778 from the State and County for the Library.
M/S Ryan, Conrad to approve payment of the bills as presented. Ayes: All.
Joe Goodlove told the council the Military Vehicle Preservation Assn. (MVPA)
will have a Transcontinental Motor Convoy pass through Lowden on the Lincoln
Highway on June 21, 2009. They ask the support of the local police to manage
the traffic as they pass through town and he has spoken to the Cedar County Sheriff
asking for their assistance.
Clint Henning, Lowden Fire Dept., asked the council for an additional $2500 for
the Fire budget for FY10. Henning said there is new mandated training for firemen
and they need more funds to help pay for the training. Councilman Ryan questioned
where the additional money will come from in the City budget.
After discussion, M/S Ryan, Conrad to increase the Fire budget for FY10 from
$28000 to $30500, after total City budget figures indicate expenditures will
not exceed revenues for the 2010 budget, per Mayor Hamdorf and City Clerk's recommendations.
Ayes: All.
M/S Conrad, Ryan to increase the salary of Lucille Horman, City Hall cleaning
person, by 3% to $11.35/hr. Ayes: All.
M/S Decker, Tucker to have the first reading of Ordinance #785 which prohibits
disorderly conduct on private property that causes a disturbance to the general
public. Ayes: All.
M/S Ryan, Tucker to pay Gene Hamdorf his accumulated sick leave (maximum 36 days)
upon his retirement on 12/31/2011. Ayes: All.
Council person Decker will look at the City Employee Manual. She will make a
recommendation to the council on updating the current policy in regard to sick
leave payout for employees that may leave employment with the City, but not be
retiring.
City Council decided not to proceed with civil prosecution for a recent Tobacco
Retailer Violation at the Lowden Truck Stop. The prosecution will then be handled
by the State. Council directed City Clerk to speak to Norton Law Office about
pursuing any future violations to see if it would be financially favorable for
the City.
M/S Decker, Tucker to approve the monthly financial reports. Ayes: All.
M/S Decker, Tucker to approve a building permit for Ricky Schneider-grain bin,
located on Yankee Avenue. Ayes: All.
M/S Decker, Ryan to approve the liquor license renewal for Good Times LLC pending
receipt of their dram shop certificate. Ayes: All.
Chuck Ryan
agreed to serve on the Cedar County GIS (geographic information systems)
Committee as requested by Mayor Hamdorf.
Gene Hamdorf said Iowa Rural Water Association will be in town this
week to check for a water leak near the school.
M/S Ryan, Decker to adjourn at 7:10 PM. Ayes: All.
Next regular meeting is March 2, 2009, 7:00 PM.
