OF LOWDEN CITY COUNCIL, REGULAR MEETING, MONDAY, FEBRUARY 6,
2006, 7:00 PM
The regular meeting
of the Lowden City Council was called to order by Mayor Reuben Wenndt.
Council members present on roll call: Conrad, Olsen, Decker, Kroemer.
Visitors: Karma Kruckenberg, Eunice Boedeker, Jan Olsen, Joy Combs,
Aaron Horman,
Tim Burmeister, Pat Kroemer.
Council discussed appointment of a council member to fill the vacated seat of
Roger Gottschalk. Mayor Wenndt said Dawn York would be interested in the position.
Council has 40 days from the date of resignation to appoint a new member.
M/S Conrad, Decker to wait until the March 6 meeting to appoint a new council
member. Ayes: All.
M/S Decker, Olsen to approve the minutes of the 1/9/06 and 1/30/06 meetings.
Ayes: All.
M/S Conrad, Decker to approve payment of the bills as presented. Ayes: All.
The Sesquicentennial Committee gave a report to the City Council. The celebration
will be held August 3, 4, 5, 2007. They asked if the City’s insurance will
cover their activities. Clerk will check with the City’s insurance carrier.
Council discussed the City’s ordinance relating to the fine imposed for
tampering with a water meter. M/S Conrad, Kroemer to raise the fine from $100
to a maximum of $500. Ayes: All. The first reading of the change in ordinance
will be held at the
March 6 meeting.
M/S Decker, Conrad to change the frequency of water billing from every 3 months
to every 2 months, beginning with the June 2006 billing. Ayes: All. The first
reading of the change in ordinance for water billing frequency will be held at
the March 6 meeting. The increase on water and sewer rates will be effective
on the June 2006 bills.
M/S Kroemer, Olsen to set the Public Hearing date on the change in zoning at
309 Washington Avenue for March 6, 2006, 7:15 PM. Ayes: All.
M/S Kroemer, Decker to go out for bids for mowing at Lowden Memorial Park. Ayes:
All. Bids are to be returned by March 6, 2006, 12:00 PM, to Lowden City Hall.
Council will also advertise for someone to open and close Park Shelters and clean
the shelters and restrooms at a wage of $10.00/hr. Bids will also be taken for
Park concession stand manager.
Tim Burmeister presented a price of $695, from Eastern Iowa Overhead Door, for
a new overhead door at the City shed with two remote controls. Council asked
Burmeister to get another bid or two.
Burmeister reported the water pump at the well at the water treatment facility
was pulled 1-1/2 wks. ago. The pump was 14 years old and was not working properly.
Gene Hamdorf authorized the purchase of a new pump. Mayor and Council said they
were unaware of the situation and want to be kept informed.
M/S Olsen, Decker to approve the monthly financial report. Ayes: All.
M/S Decker, Olsen to adjourn at 8:05 PM. Ayes: All.
