LOWDEN CITY COUNCIL MINUTES

PROCEEDINGS OF LOWDEN CITY COUNCIL, REGULAR MEETING, MONDAY, FEBRUARY 7, 2011, 5:30 PM, CITY HALL

The regular meeting of the Lowden City Council was called to order by Mayor Pro Tem Chuck Ryan.   Council members present on roll call:  Conrad, Olsen, Decker, Hoffmeier.   Visitors:  Pat Kroemer, Gene Hamdorf, David Boettcher, David Horman, David Hintz, Jayne Hintz.

M/S Conrad, Hoffmeier to approve minutes of the 1/3/11 council meeting.  Ayes: All.

M/S Decker, Olsen to approve minutes of the 1/24/11 council meeting with the following addition: health insurance stipend is increased from $370/mo. to $400/mo. for Gene Hamdorf, Tim Burmeister, and Peggy Kedley, and from $360/mo. to $400/mo. for Vicki Mohr.   Ayes:  All.
     
M/S Olsen, Conrad to approve payment of the bills as presented.  Ayes:  All.

The bill from Jason Conrad-5 hrs.-lift rental-$250., to use for hanging banners by the City maintenance men was discussed.  Gene Hamdorf said it is much easier to hang the banners with the lift rather than a loader bucket.  Council stated, in the past, equipment use for hanging banners was donated by other businesses.  Currently, the lift machine is stored in the City Shed so Council said rent will be charged for storing it there.
    
David Hintz, Jayne Hintz, and David Horman, Lowden Rescue, were present to discuss the purchase of the new rescue truck.  The new truck cost is $50,944 and is being purchased through Kemmann’s and will be ready in the next several weeks. To pay for the truck, Lowden Rescue has $35,000 in their savings.  Jayne Hintz then presented a check to the City for $10,000, a donation from her parents, Donna and Eldred Harman.  City Council thanked Jayne Hintz for the generous donation.  Also, $2000 was raised through their recent letter drive leaving a balance of $3944 owed.  Lowden Fire Dept. will purchase the old rescue truck for $3944.  There is money in their budget to pay for the purchase..
     
M/S Olsen, Hoffmeier to approve the purchase of a new rescue truck with payment of the truck as note above.  Ayes:  All.
    
M/S Decker, Olsen to approve Ordinance #792 approving adoption of the updated Lowden Municipal Code.   Ayes: All.
    
M/S Olsen, Decker to approve payment of a late bill submitted by Midwest Fabrication-$339.95-head light switch and snow plow repairs.  Ayes: All.
    
M/S Decker, Hoffmeier to increase garbage rates by 10% beginning with the
April 2011 billing.   Ayes: All.  Residential rates will increase from $10/mo. to $11/mo. and commercial rates will increase by 10% accordingly.  First reading of the ordinance will be held at the March 7, 2011, meeting.
    
Council decided to not accept IDOT partial funding for 8th St. bridge replacement.
    
David Horman said the City men scraped the brick retaining wall in his alley when pushing snow.  Council directed maintenance men to slow down when plowing snow in the alleys.
    
M/S Decker, Olsen to approve the monthly financial report.  Ayes:  All.

M/S Olsen, Hoffmeier to adjourn at 6:15 PM.  Ayes:  All.
