LOWDEN CITY COUNCIL MINUTES

PROCEEDINGS OF LOWDEN CITY COUNCIL, REGULAR MEETING, MONDAY, MARCH 7, 2011, 5:30 PM, CITY HALL

The regular meeting of the Lowden City Council was called to order by Mayor Dan Hamdorf.  Council members present on roll call:  Ryan, Olsen, Decker, Hoffmeier.
Visitors:  Pat Kroemer, Gene Hamdorf, Jan Olsen, Randy Millam, Aaron Horman.

M/S Ryan, Decker to approve the minutes of the 2/7/11 meeting.  Ayes:  Ryan, Olsen, Decker, Hoffmeier.

M/S Ryan, Olsen to seat Conrad at 5:33 PM.  Ayes:  Ryan, Olsen, Decker, Hoffmeier.

M/S Olsen, Ryan to approve payment of the bills as presented with the exception of the Ecinc bill for ABS wastewater pump repairs-$1778.00.  Ayes:  All.   The wastewater pump was repaired several months ago and broke down shortly after that.  Conrad said he will contact the company about the repairs and the bill.

M/S Ryan, Decker to close the meeting and open the Public Hearing on the proposed FY2012 budget.  Ayes:  All.

City Clerk noted the Cedar County Sheriff sent a letter increasing their contract for services to Lowden by 1.5 %, or $31197/yr.  This increase is not reflected in the budget since the Public Hearing notice for Lowden’s  FY12 budget had already been submitted for publication when the Cedar County Sheriff’s letter was received.   

There being no oral or written objections, M/S Ryan, Decker to close the Public Hearing and open the meeting.  Ayes:  All.

M/S Ryan, Decker to approve the FY2012 budget.  Ayes:  All.

Aaron Horman, Lowden Memorial Park Board, said they received one bid from Kip Esbaum, $4000, for mowing at the Park. M/S Ryan, Hoffmeier to accept the bid for mowing at Lowden Memorial Park from Kip Esbaum for $4000.  Ayes:  All.

M/S Decker, Olsen to have the first reading of Ordinance 793 to increase the garbage rates by 10% and waive the second and third readings of the ordinance.  Ayes:  All. Residential rates will increase from $10/month to $11/month and commercial rates accordingly, effective with the April 2011 billing.

M/S Decker, Conrad to add $1.00/month to water bills for a water meter user fee.  Ayes:  All.  This fee will help build up revenues for new water meters.   An ordinance to add the water meter user fee will be prepared for the April 4, 2011 meeting.

Council will take bids to sell the old 1977 Fire Dept. Ford van.  An ad will be placed in the newspaper and sealed bids will be accepted at City Hall until April 4, 2011,
12:00 PM.

At the April meeting, City Council will discuss a memorial for Tim Burmeister, long-time public works employee, who died in February.  

City Council discussed Gene Hamdorf’s position as Public Works Director.  Gene will be retiring the end of 2011.  Council decided to advertise for the position and applications will be accepted until March 31, 2011, 12:00 PM.   The intent will be to hire someone in April to work with Gene until the end of the year.  CDL, certifications in Grade I water treatment, Grade I water distribution, and Grade II wastewater distribution will be required or be able to obtain.  Also, knowledge of water and sewer operations, garbage, recycling, and streets will be required.  Employee will be required to live within 2 miles of Lowden and salary will be negotiable.

Randy Millam, 702 McKinley Avenue,  was present and told the Council he had a survey done on his property in preparation for obtaining a fence permit from the City.  He said the survey results show a discrepancy where he thought his north property line is.  
Council suggested Millam check his property abstract and do some research at the Cedar County Courthouse to help resolve the discrepancy.  Gene Hamdorf will also measure the lot and check for survey pins.

M/S Ryan, Conrad to approve the monthly treasurer’s report.  Ayes:  All.

M/S Decker, Olsen to approve a building permit for Eric Wright, 96 Main St., garage.  Ayes:  All.

M/S Ryan, Olsen to approve a wine permit for Two Friends.  Ayes:  All.

Council member Decker will look at a tree in the curb area at 601 McKinley Avenue to see if it needs to be removed.

Council determined occasional part-time help needed by the City for garbage pickup, recycling, or mowing will be paid $10/hr.

M/S Olsen, Ryan to adjourn at 7:17 PM to Monday, April 4, 2011, 5:30 PM.
