LOWDEN CITY COUNCIL MINUTES

PROCEEDINGS OF LOWDEN CITY COUNCIL, SPECIAL MEETING, WEDNESDAY, MARCH 23, 2005, 12:00 PM

The special meeting of the Lowden City Council was called to order by Mayor Reuben Wenndt. Councilmembers present on roll call: Conrad, Gottschalk, Hamdorf, Kroemer. Absent: Decker. Visitors: Roger Stoakes, Pat Kroemer, Kent Stout, Bill Norton.

Roger Stoakes, USDA Rural Development, was present to explain the loan that will be made for construction of a new child care facility by the elementary school in Lowden for Little Home Day Care. It will be a $330,000 loan at 4.25% interest over a 40 yr. period. USDA is also providing the Little Home Day Care Center with a $50,000 grant for a playground surface. The loan will be paid by the City of Lowden with revenues from the Little Home Day Care Center. The estimated payment per month will be $1866.

Councilman Kroemer asked if the Little Home Day Care cannot make the monthly payments, is the City liable for payment. Stoakes said legally the City cannot be held liable for the loan, but USDA would “expect payment”from the City. After discussion, M/S Hamdorf, Conrad to approve a letter of intent to meet the conditions of the USDA loan and grant for the Little Home Day Care Center. Ayes: All.

M/S Conrad, Gottschalk to approve signing an obligation of funds of $330,000 for a loan and a $50,000 grant from USDA for a new day care facility for Little Home Day Care. Ayes: All.

M/S Hamdorf, Gottschalk to approve certification to accept and comply with the requirements of financial assistance from USDA for Little Home Day Care Center. Ayes: All.

M/S Conrad, Hamdorf to sign the environmental study agreement for the USDA loan for Little Home Day Care Center. Ayes: All.

M/S Hamdorf, Kroemer to amend the agenda to add: Building Permits. Ayes: All.

M/S Hamdorf, Kroemer to approve a building permit for Jason Conrad-deck, 110 Grant Ave. Ayes: All.

M/S Hamdorf, Conrad to adjourn at 1:15 PM. Ayes: All.
