LOWDEN CITY COUNCIL MINUTES

PROCEEDINGS OF LOWDEN CITY COUNCIL, REGULAR MEETING, MONDAY, APRIL 1, 2013, 5:30 PM, CITY HALL

The regular meeting of the Lowden City Council was called to order by Mayor Barry Hoffmeier. 

Pledge of Allegiance was recited.

Council members present on roll call:  Conrad, McCreight, Olsen, Behrens, Helmold. Visitors:  Pat Kroemer, Kirk Steinke, Steve Noack.

M/S Olsen, Helmold to approve the consent agenda.  Ayes:  All.

Galen Conrad reported JJJ Enterprises is preparing an estimate for repairs on the trickling filter at the wastewater plant.  Council will discuss this at the May meeting.

Steve Noack, MMS Consultants, said the McKinley Avenue water main project will begin in the next week or so.  Steve also told the council he will arrange a meeting with the sewer committee, Mayor, and Larry Nagle of ECIA, to gather information for the Intended Use Plan for the sewer plant project and the CDBG application for funding.

After discussion, M/S Conrad, McCreight to not require joint sewer service line owners along McKinley Avenue to install separate lines.  Ayes:  All.   In the future, if there is a problem, the property owner will be responsible for the cost of replacing the lines.

At the May meeting, Kirk Steinke will have three estimates from construction companies for replacing the water main on McKinley Avenue from Main St. to 8th St.

Mayor Hoffmeier told the Council the City is getting three estimates for resurfacing Old Highway 30 from Country Club Drive east to the City limits.   The City is not eligible for any funding to help repair Old Highway 30. 

Kirk Steinke said delinquent water bills at the Blake Apts. have become a problem since there is only one water shutoff for the whole building.   He said they cannot disconnect individual apartments when an order has been issued for disconnection due to nonpayment of a water bill.   Kirk said he could order a lockable shutoff to prevent water access tampering after a meter meter has been removed for nonpayment of a bill.    Council told Kirk to order two of the lockable shutoffs to be used when removing a water meter for a delinquent water bill.   

M/S Behrens, Conrad to install flip up stop signs on McKinley Avenue on 7th St. and 8th St. and Washington Avenue at 8th at the request of North Cedar Community School, at the school’s expense and their assistance in installing them.  Ayes:  All.   An ordinance for the stop signs will be prepared for the first reading at the May council meeting.

Mayor told the council he met with Kirk, Al Helmold, and Rex McCreight to discuss an increase in commercial garbage rates.  They also realigned some of the businesses to be in line with their volume of garbage in relation to dumpster size.  Categorizing the commercial garbage rates is at the Public Works Director’s discretion.  Mayor said Cedar County landfill fees are to increase 3% over the next three years.

M/S McCreight, Behrens to have the first reading of Ordinance #801 increasing the commercial garbage rates as follows: Commercial 1-from $14.60/mo. to $17.00/mo., Commercial 2- from $16.65/mo. to $34.00/mo., Commercial 3-from $25.45/mo. to $68.00/mo., Commercial 4-from $64.25 to $102.00/mo., and Rural- from $23.55/mo. to $25.00/mo., with a 3 per cent increase in all garbage rates to go into effect each fiscal year beginning July 2014 through July 2016.   Ayes:  All.

M/S Helmold, Behrens to have the first reading of Ordinance #802 Flood Plain Ordinance as written per the DNR.  Ayes:  All.

M/S Olsen, Helmold to waive the second and have the third reading and adopt  Ordinance #799 amending the zoning for Wes Fox property at 2324 Highway 30 from Industrial 1 to Residential 1.   Ayes:  All.

M/S Helmold, Behrens to set May 6, 2013, 7:00 PM, for a Public Hearing on the FY13 budget amendment.  Ayes:  All.

M/S McCreight, Olsen to approve liquor licenses for Good Times and Cedar Country Store.  Ayes:  All.

M/S McCreight, Conrad to approve building permits for Lou Krafock-shed, and Harlan Pruess-office/storage/shop.  Ayes:  All.

M/S Behrens, McCreight to adjourn at 6:56 PM.  Ayes:  All.

Next regular meeting will be May 6, 2013, 7:00 PM.
