LOWDEN CITY COUNCIL MINUTES

PROCEEDINGS OF LOWDEN CITY COUNCIL, REGULAR MEETING, MONDAY, MAY 3, 2004, 7:00 PM

The regular meeting of the Lowden City Council was called to order by Mayor Reuben Wenndt. Councilmembers present on roll call: Conrad, Kroemer, Decker.

Absent: Gottschalk, Hamdorf. Visitors: Gene Hamdorf, Pat Kroemer, Lewis Terlisner, Bill Norton.

M/S Kroemer, Decker to approve the minutes of the 4-5-04 meeting. Ayes: Conrad, Decker, Kroemer.

M/S Kroemer, Conrad to seat Hamdorf at 7:09 PM. Ayes: Conrad, Decker, Kroemer.

M/S Kroemer, Hamdorf to approve the bills as presented. Ayes: All. During presentation of the bills, Councilmen Hamdorf and Kroemer said the town men, instead of the Mayor, should be doing the lawn mowing this summer since there are no big projects planned for the City. Councilmen asked Gene if he felt the maintenance men had the time to mow this summer. Gene said they could use Mayor Reuben Wenndt for mowing when the maintenance men take vacation.

Lewis Terlisner asked the council about the Legion extending their beer permit for for one day on Sept. 11. for the Lowden Fire Department's celebration at Lowden Memorial Park. Council told Terlisner to have the Legion fill out the proper beer permit forms for the City to approve.

Terlisner also asked the Council if they would donate to the Legion's outdoor painting project. Council said they would place the issue on the June agenda.

Council discussed complaints of rusty water in town. Council directed maintenance men to flush the hydrants every month.

A Public Hearing for the FY04 budget amendment was set for June 7, 2004,
7:00 PM.

M/S Kroemer, Hamdorf to sign a year contract with Friends of Animals, Tipton, for animal control. Ayes: All. There is no charge to sign the contract but if they make a trip to Lowden to pick up an animal, there is a $40 fee. If the owner reclaims the animal from the shelter, they pay the $40 fee rather than the City.
M/S Kroemer, Hamdorf to have MSI do the summer street work in Lowden. Ayes: All.

Gene says a culvert needs to be taken out and the area sealcoated along the 300 to 400 block of west Washington Avenue.

Gene will also check on building heights for building permit specifications and the item will be placed on the June agenda.

City Clerk is checking with Alliant Energy on the addition of a street light in the alley area of 5th Street between Washington Avenue and McKinley Avenue.

Kemmann Chevrolet presented three quotes for new 1/2 T. or 3/4 T. trucks for the City. Quotes were in the price range of $20900 to $25463. Council is interested
in a good used truck if possible. Bob Kroemer said an individual he knows has a 1996 Dodge 3/4 T. truck for sale, 80,000 miles, manual shift, price $10,000.
After discussion, motioned by Kroemer to purchase the 1996 Dodge truck at a cost of $10,000. Motion died for lack of a second. Council decided to discuss this further at the June meeting.

Kroemer reported there are two walnut trees in the alley area behind Harvey Hein's new house that Hein would like to have removed and Hein would do the work himself. Council said it was okay for Hein to take the trees out.

Bill Norton was present to ask the Council if they would consider having the City hold the license for the Bingo held at the Legion. Currently, they have to pay sales tax and could avoid this if the Bingo license was held in the City's name. City Clerk will check with City Attorney William J. Sueppel for his opinion on this.
M/S Hamdorf, Conrad to approve the monthly financial report. Ayes: All.

M/S Conrad, Hamdorf to approve the following permits: George Morden-house, pending proper specifications are met, Sun-News building-curb/gutter & sidewalk, Neil Shaull-shed/garage (which was approved at the April meeting but they are amending the dimensions of the building), J & J Grocery-cigarette, Sunday Sales permit, Junior Sander-curb/gutter. Ayes: All.

Council will review a sample ordinance from the City Maquoketa regarding nuisances on properties.
Councilman Hamdorf reported Mike Blake will be installing a sidewalk at Blake Apartments on May 8.
Approval for the final plat of the Schwarz Addition-Part 2 will be placed on the June agenda.

M/S Hamdorf, Conrad to adjourn at 8:39 PM. Ayes: All.

Next regular meeting is June 7, 2004, 7:00 PM.
