PROCEEDINGS
OF LOWDEN CITY COUNCIL, REGULAR MEETING, MONDAY, MAY 5,
2008, 7:00 PM, CITY HALL
The
regular meeting of the Lowden City Council was called to order by Mayor
Dan Hamdorf. Council members present on roll call: Ryan, Olsen, Decker,
Tucker. Absent: Conrad. Visitors: Gene Hamdorf, Pat Kroemer, Rob Hunter,
Eben Conner, Reuben Wenndt.
- M/S Ryan, Decker
to approve the minutes of the 4-7-08 meeting. Ayes: All.

- M/S Decker, Olsen
to approve payment of the bills as presented. Ayes: All.

- Mayor Hamdorf
said he had checked the drainage problem on north Washington Avenue
from the property at 908 Washington Avenue west to the Tim Wadsworth
property. At the April city council meeting, Rick and Joyce Turner
said there was a drainage problem in that area. Mayor Hamdorf said
a storm sewer is needed there, but no action was taken by the council.

- M/S Ryan, Olsen
to close the council meeting and open the Public Hearing on the FY08
budget amendment. Ayes: All.

- The amendment
was needed due to additional expenses including the purchase of a
new tanker for the Fire Dept., new softball lights at Lowden Memorial
Park, and a new pump at the wastewater plant. There were no oral
or written comments concerning the budget amendment.

- M/S Olsen, Decker
to close the Public Hearing, open the council meeting and approve
the FY08 budget amendment. Ayes: All.

- Lowden Cemetery
Board had asked City Hall in the last month about a new sidewalk
to the cemetery. Visitor Reuben Wenndt said there was still about
$5000 in the cemetery account from the Ella Licht Estate designated
for cemetery improvements. Clerk w/check on this and give this information
to Craig Wiebel, Lowden Cemetery Board president.

- Mayor Hamdorf
reported the Lowden Fire Department recently had tried to burn the
creek bank/ditch between 101 5th Street Pl. and 99 5th St. Place.
Council felt since the City has an ordinance against burning, the
Fire Dept. should get approval from the council before any burning
takes place. Mayor Hamdorf will speak to Joe Wenndt concerning this.

- Council discussed
the creek bank behind Wayne Behne's at 300 Hall Avenue. Mayor Hamdorf
said the bridge plank and posts need to be extended in the creek
because the water is hitting into the side of the bank and eroding
it. Gene will get a price for doing the work and the matter will
be discussed at the June meeting.

to table the purchase of radio read meters until the June meeting.
Ayes: All.

- Cary Solberg,
MMS Consultants, will be at the June meeting to discuss the wastewater
plant improvements study.

- M/S Tucker, Ryan
to approve the Pre-Disaster Mitigation Plan contract with ECIA. Ayes:
All.

- Mayor Hamdorf
appointed a Pre-Disaster Mitigation planning team as follows: Gene
Hamdorf-Public Works, Joey Wenndt-Lowden Fire, Vic Young-Lowden Fire,
Dawn York-Lowden Rescue, Judy Tucker-Council, Jim Olsen-Council,
Cedar County Sheriff or representative, and Dan Hamdorf, Mayor.

- M/S Ryan, Decker
to appoint a Park Committee to consist of at least 4 community people
and 1 council person, with appointments as follows: Jan Olsen, Larry
Wiebel, Kip Esbaum, Rob Hunter, Aaron Horman, and Judy Tucker. Ayes:
All.

- City will order
a sign for the Park posting the hours open - "Dawn to 10:00 PM".

- M/S Decker, Ryan
to approve the monthly financial report. Ayes: All.

- M/S Olsen, Tucker
to approve the following permits: Mark McElhaney-deck, Bob Rowold-deck,
Clark Gordon-retaining wall, and Lowden Fast Stop-beer permit. Ayes:
All.

- The Street Committee
will meet before the June meeting to make a list of summer street
work that needs to be done and prioritize areas of most need.

- Mayor Hamdorf
will speak to residents south of Main Street at 306 McKinley Avenue
to have them clean up their property and get rid of junk.

- Gene Hamdorf will
check the storm sewer drainage by the Lincoln Hotel.

- M/S Decker, Tucker
to adjourn at 8:27 PM to the next meeting on June 2, 2008,
7:00 PM. Ayes: All.
