PROCEEDINGS
OF LOWDEN CITY COUNCIL, REGULAR MEETING, MONDAY, JUNE 1,
2009, 7:00 PM, CITY HALL
The regular meeting of the Lowden City Council was
called to order by Mayor Dan Hamdorf. Council members on roll call:
Conrad, Ryan, Olsen, Hunter. Absent: Decker.
Visitors: Tim Burmeister, Pat Kroemer, Joe Goodlove, Connie Gottschalk,
Ruben Gonzalez.
M/S Ryan, Conrad to approve the minutes of the 5/5/09 meeting. Ayes: All.
M/S Conrad, Ryan to approve payment of the bills as presented. Ayes: All.
Joe Goodlove was present to tell the council they received a $1700 grant for
banners for the Old Lincoln Highway. Five towns will be asked to contribute $170
each to help defray the actual $2400 cost of the banners.
Ruben Gonzalez asked the council when the street in front of his house would
be repaired from the recent water main break. Council told him summer street
work would be done in July and it would be repaired then. He also questioned
the council on who is responsible for trees in the City right-of-way. Council
told Gonzalez if a tree is diseased or dead the City will remove the tree, but
for regular maintenance or trimming that is the homeowner’s responsibility. Council
also told Gonzalez is it the homeowner’s responsibility to maintain sidewalks.
M/S Conrad, Olsen to close the meeting and open the Public Hearing on the FY09
Budget Amendment. Ayes: All.
The budget was amended to allow for additional costs related to snow removal,
new bridge by the cemetery, new town truck and new fire truck.
M/S Conrad, Olsen to close the Public Hearing and open the meeting and
approve Resolution #09-02 for the FY09 budget amendment Ayes: All.
M/S Conrad, Ryan to authorize clerk to pay additional end of FY09 bills. Ayes:
All.
M/S Ryan, Olsen to approve removal of a diseased/partially dead tree by Turkle
Tree Service at 101 Roosevelt in the City’s right-of- way at a cost of $930.
Ayes: All.
M/S Ryan, Olsen to approve a building permit for Jason Conrad, storage units
at 105 4th St. Ayes: All.
M/S Olsen, Hunter to approve the following permits: cigarette permit-J & J
Grocery,
beer permit-J & J Grocery, liquor license-3-30 Golf & Country Club, liquor
license-Lowden Truck Stop. Ayes: All.
Council asked why the streets were not swept and hydrants not flushed this past
month as reported by Gene at the May meeting. Tim said the work will be done
this month.
Council discussed the ongoing erosion problem on the creek bank east of Wayne
Behne’s property.
M/S Ryan, Olsen to have JJJ Enterprises put in posts and planks to shore up the
area along the creek bank in the alley east of 300 Hall Avenue at an approximate
cost of $400. Ayes: All.
City Clerk will speak to an attorney at Norton Law Office about the City adopting
a municipal infraction ordinance so the City can more readily deal with nuisances
within the City limits. Councilman Ryan will also give the City Clerk a list
of current nuisances so abatement notices can be sent.
M/S Ryan, Hunter to adjourn at 7:33 PM. Ayes: All.
