LOWDEN CITY COUNCIL
OF LOWDEN CITY COUNCIL, REGULAR MEETING, MONDAY, JUNE 4,
2012, 7:00 PM, CITY HALL
The regular meeting of the Lowden City Council was called to order by Mayor Barry Hoffmeier.
Pledge of Allegiance was recited.
Council members present on roll call: Conrad, McCreight, Olsen, Behrens, Helmold. Visitors: Kirk Steinke, Derrick Lange, Pat Kroemer, Steve Noack, Charlene Bixler, David Niermeyer, Stephan Stepp.
M/S Helmold, Olsen to approve the consent agenda: 5-7-12 minutes and bills. Ayes: All.
Steve Noack, MMS Engineers, was present to update the City Council on necessary sewer line repairs. He stated McKinley Avenue is probably in the worst condition in town. Also, the sewer line built in 1954 south of Jefferson Avenue by the railroad tracks, needs to be replaced. By reconstructing some of these sewer lines, redirecting some of the wastewater flow, and possibly building a small lift station near 1st Street and Jefferson Avenue, the City could hope to reduce groundwater infiltration into the sewer system by 20-40 percent. It is possible then the City would not have to build such a large new wastewater plant to treat wastewater. Noack said the City should discuss the financial options for funding the sewer line replacement project if they choose to proceed with the work.
M/S McCreight, Conrad to proceed with the proposal from MMS Engineers for sewer line replacement as per their agreement at a preliminary cost of $396,000. Ayes: All. Councilpersons McCreight and Helmold will set up a meeting with Steve Noack to discuss the project further and financing options.
M/S Olsen, Behrens to close the City Council meeting and open the Public Hearing on the rezoning of 617 4th Street. Ayes: All.
Lowden Plumbing & Heating requested rezoning of the 617 4th Street property from Residential 1 to Commercial 1 to build a storage building. The Zoning Board approved the rezoning at their 5-22-12 meeting. No written or oral objections were noted.
M/S McCreight, Helmold to close the Public Hearing and open the City Council meeting. Ayes: All.
M/S Olsen, McCreight to approve rezoning of 617 4th Street from Residential 1 to Commercial 1. Ayes: All.
M/S McCreight, Conrad to notify the Cedar County Engineer the City is interested in the Y24 resurfacing project north of Lowden from 10th Street to the cemetery road at a cost of $41,453.20 for FY13. Ayes: All. The City will also ask the Cedar County Engineer if work within the City limits east and west of town on Old Highway 30 could a be considered for resurfacing at the same time as the Y24 project.
M/S Olsen, McCreight to waive the second reading of Ordinance #796, tree ordinance. Ayes: All.
M/S Behrens, Olsen to have the third reading of Ordinance #796 and adopt Ordinance #796, tree ordinance. Ayes: All.
Council discussed an ordinance relating to Farm to Market roads within the City. They also discussed the invoice that has not been paid sent to the owner of the semi-trucks that damaged Jefferson Avenue last year. After discussion, Mayor Hoffmeier said he would talk to the City Attorney about how to proceed with the issue. He will also ask about posting signs indicating weight limits on streets or Farm to Market roads.
M/S Behrens, Olsen to authorize City Clerk to pay end of FY12 bills. Ayes: All.
M/S Helmold, Behrens to approve the following permits: cigarette permit-J&J Grocery, cigarette permit-Cedar County Store, sidewalk permit-Lowden Retirement Housing, liquor license-Lowden Legion, fence permit-Roger Dunn, with fence to be
7-1/2 ft. from alley, fence permit-John Ibsen, pending completion of survey and fence to be 7-1/2 ft. from alley, fence permit-Alan Egli, pending completion of survey, fence permit-United Church of Christ, fence permit-Charity Stoffer, special allowance for disabled child pending verification of grant specifications for fence. Ayes: All.
Council approved Kirk Steinke’s request to fill in a broken up spot on Yankee Avenue, west of the Augusta Drive duplexes with 4 or 5 loads of gravel.
Steinke reported the #3 wastewater pump repaired by Mississippi Valley Pump has been installed and he is also getting an estimate on repairing the #1 pump.
M/S Conrad, Olsen to have JJJ Enterprises install new stormsewer pipe along Hall Avenue between 4th Street and 5th Street with new inlets and grates at a cost of $15774. Ayes: All. City will be responsible for materials, frame, grates and seeding.
Mayor Hoffmeier reported a complaint from a resident along 1st Street. They said cars driving north on Washington Avenue cut through the parking lot in front of the old lumberyard east onto 1st Street and are speeding.
City Clerk will check with ECIA about incorporating a “scavenging” section into the City’s garbage collection ordinance.
Council discussed possibly going to monthly water billing rather than bi-monthly. City Clerk will also check on online bill paying for water bills.
