PROCEEDINGS
OF LOWDEN CITY COUNCIL, REGULAR MEETING, MONDAY, AUGUST 3,
2009, 7:00 PM, CITY HALL
The
regular meeting of the Lowden City Council was called to order by
Mayor Dan Hamdorf. Council members present on
roll call: Ryan, Olsen, Decker, Hoffmeier, Conrad. Visitors: Pat Kroemer,
Jeff Kaufmann, Tom Schwarz.
M/S Decker, Olsen to approve the minutes of the 7/6/09 and 7/16/09
meetings.
Ayes: All.
M/S Ryan, Decker to approve payment of the bills as presented. Ayes: All.
Council reinforced, the City will charge $100/mowing for any foreclosed properties
the City is mowing and add that amount to the property taxes for the property.
Jeff Kaufmann, State Representative, was present to give a yearly report.
No bids were received for the old 1977 fire truck that was advertised. Clerk
will list the truck on Craig's List and specify a minimum bid of $500. Bids must
be submitted by September 14, 2009, 12:00 PM, to Lowden City Hall.
M/S Ryan, Hoffmeier to approve Resolution #09-05, the IDOT annual financial report.
Ayes: All.
M/S Hoffmeier, Decker to donate $500 to the Tipton Senior Center to help with
expenses for mobile meals that are delivered to Lowden and other Cedar County
towns. Ayes: All.
M/S Ryan, Olsen to have the first reading of Ordinance #786, civil penalties
on municipal infractions. Ayes: All.
Council reviewed the 2009 5th St. bridge inspection report. It stated to keep
the
3 T. load limit, keep one lane bridge sign, and replace the west “narrow" sign
with "one lane".
M/S Decker, Ryan to approve a building permit for Cody and Shannon Poppe-garage,
and Mike and Jennifer Brown-deck. Ayes: All.
M/S Olsen, Ryan to approve the monthly financial report. Ayes: All.
Mayor directed clerk to send letters to Lowden Rescue and Lowden Fire requesting
submittal of monthly financial reports to City Hall as previously requested by
the Council.
Mayor Hamdorf will speak to the Cedar County Sheriff about a request to use a
golf cart on City streets to deliver daily newspapers.
Mayor thanked the Lowden Park Board and all volunteers who helped make the August
1 Lowden Park Day a successful one.
Council directed maintenance men to compile a list of all trees that have branches
which hang too low over the streets. Letters will be sent requesting the trees
be trimmed up, at the expense of the homeowner, within 30 days.
Tom Schwarz, Lowden Development Corporation, was present to ask the Council for
the information he requested at the July meeting relative to the water and sewer
lines near the 3-30 Club. The Lowden Development Corporation is considering selling
two lots for housing and they need to know where water and sewer lines are and
who would be responsible for any frontage fees, line extensions, etc. Mayor Hamdorf
said he would talk to Gene Hamdorf and have the necessary information for the
Sept. meeting.
Council set September
14, 2009, 7:00 PM, for the next meeting due to the Labor Day Holiday
on the first Monday of the month.
