LOWDEN CITY COUNCIL MINUTES

PROCEEDINGS OF LOWDEN CITY COUNCIL, REGULAR MEETING, MONDAY, AUGUST 5, 2013, 7:00 PM, CITY HALL

The regular meeting of the Lowden City Council was called to order by Mayor Barry Hoffmeier. 

Pledge of Allegiance was recited.

Council members present on roll call:  Conrad, McCreight, Olsen, Helmold.  Absent:  A. Lange.

Visitors:  Pat Kroemer, Kirk Steinke, Derrick Lange.

M/S Olsen, McCreight to approve the consent agenda-minutes, bills, financial report.  Ayes:  All.

M/S McCreight, Conrad to close the meeting and open the Public Hearing on the ITC electrical transmission25-year franchise agreement.  Ayes:  All.

No oral or written comments were made on the ITC franchise agreement.

M/S Olsen, Helmold to have the first reading of Ordinance #804, the ITC electrical transmission 25-year franchise agreement.  Ayes:  All.

M/S Helmold, Conrad to pass Resolution #13-03 setting salaries for City employees for FY14.  Ayes:  All.

M/S McCreight, Olsen to assess a sewer frontage fee of $15/foot for 134’ for Galen Conrad’s property at 99 1st Street, minus the amount of  $350 sewer frontage fee which was paid in the 1950’s, and a commercial sewer hookup fee of $300.  Ayes:  McCreight, Olsen, Helmold.  Abstain:  Conrad.

M/S Olsen, McCreight to allow Trinity Lutheran Church to block off 8th Street between Washington Avenue and McKinley Avenue on Sept. 8 for a church event.  Ayes:  All.

M/S McCreight, Olsen to proceed with nuisance abatements in town beginning with a walk through of properties, notice to violators to abate the nuisance, and enforcement of the nuisance ordinance.  Ayes:  All.     Council members, Mayor and maintenance men will each cover a portion of the town to identify nuisances. 

M/S McCreight, Helmold to begin assessing bulk garbage charges again after 8/14/13.  Ayes:  All.    Charges for setting out bulk garbage had been waived after the June flooding. 

M/S McCreight, Conrad to approve a fence permit for Kelli & Mel Hamilton with Kirk Steinke checking survey pins.  Ayes:  All.

M/S McCreight, Conrad to approve cigarette permits for Good Times and Cedar Country Store.  Ayes:  All.

Kirk Steinke told the council about  the damage to the town shed walls and wastewater plant building after the flooding.  He asked if he should put the walls back the way they were with insulation and plywood or get Jason Conrad to do it.   Council told Kirk to go ahead and replace the insulation and plywood and if he needed extra help with the work to ask Jason Conrad for assistance.

Letters will be sent to residents on McKinley Avenue with information about installation of curb and gutter in front of their properties and costs, etc.

Mayor reported ECIA will assist the City with proposed buyouts/acquisitions of properties damaged by the June flood.   Mark Schneider, ECIA, will file a “notice of interest” on behalf of the City to Homeland Security indicating the City’s support of this.

Mayor Hoffmeier thanked the Lowden Park Board for the successful Lowden Park Day held on August 3.
