LOWDEN CITY COUNCIL MINUTES

PROCEEDINGS OF LOWDEN CITY COUNCIL, REGULAR MEETING, TUESDAY, SEPTEMBER 6, 2005, 7:00 PM

The regular meeting of the Lowden City Council was called to order by Mayor Reuben Wenndt. Councilmembers present on roll call: Conrad, Hamdorf, Decker, Kroemer. Absent: Gottschalk. Visitors: Gene Hamdorf, Pat Kroemer.

M/S Conrad, Kroemer to approve the minutes of the 8-1-05 meeting. Ayes: All.

M/S Hamdorf, Decker to approve payment of the bills as presented. Ayes: All.

M/S Decker, Conrad to approve CDBG bills - Draw #1 - ECIA Inv. 3359-$600.53
and ECIA Inv. 3435-$493.78. Ayes: All.

M/S Kroemer, Hamdorf to accept the dedication of the second part of the street in the Schwarz Addition on 5th St. Place. Ayes: All.

Dan Hamdorf reported to the council the ditch at the Pruess 3rd Addition will have some changes made in it.

M/S Hamdorf, Decker to have the first reading of Ordinance #766 to place a stop sign on Park Avenue at 6th Street. Ayes: Hamdorf, Decker. Nays: Kroemer, Conrad. Motion denied.

M/S Kroemer, Hamdorf to approve Resolution #09-05, the FY05 street finance report. Ayes: All.

M/S Kroemer, Conrad to approve the 28E agreement with the City of Clarence for ambulance service. Ayes: All.

Gene Hamdorf reported a product called AquaKoat could be added to the water lines to help eliminate the ongoing rust problem. Council directed Gene to check further on costs, etc.

Gene is also still checking prices for standpipe repair at the water tower. He will be attending an IA Rural Water Association meeting in Maquoketa on Sept. 22 to discuss new compliance issues for water.

M/S Conrad, Kroemer to pay the JJJ Enterprises bill of $445.66 for repairing the water shutoff at Phyllis Fitzgerald’s, 98A 5th St. Pl. Ayes: All.

M/S Hamdorf, Decker to repeal the local option tax for the Cedar County Law Enforcement Center effective 12-31-05. Ayes: All.

M/S Decker, Conrad for the City of Lowden to keep the local option tax for water system improvements. Ayes: All.

M/S Kroemer, Decker to buy a new computer from F & B at a cost of $1948. Ayes: All. Council directed clerk to check into other software for utility billing and financial as well.

M/S Decker, Hamdorf to donate $50 to the Cedar County Historical Society for their new museum. Ayes: All.

Gene presented quotes as follows for a new snow plow for the truck: Tri-State-$10475, Future Line-$8870, and Henderson Truck-$6519. Kroemer wanted a quote from Koenig in Rock Island. Gene will get a quote from Koenig but
Council authorized the Henderson Truck snow plow purchase if it is the lowest price presented.

M/S Kroemer, Decker to approve the monthly financial report. Ayes: All.

M/S Decker, Conrad to approve the following building permits: Kim Steinke- garage, Verlyn Krafock-shed, Randy Millam-shed, Kenneth Lorenz-two decks, and a cigarette permit for Good Times LLC. Ayes: All.

Council directed Gene Hamdorf to get prices for replacing the water main on a portion of Hall Avenue. The council may consider putting slurry seal on that street if a new water main is installed there.

The next regular meeting will be Tuesday, October 4, 2005, 7:00 PM, due to a conflict of a councilperson.

M/S Decker, Conrad to adjourn at 8:13 PM. Ayes: All.
