LOWDEN CITY COUNCIL MINUTES

PROCEEDINGS OF LOWDEN CITY COUNCIL, REGULAR MEETING, WEDNESDAY, SEPTEMBER 8, 2010, 7:00 PM, CITY HALL

The regular meeting of the Lowden City Council was called to order by Mayor Pro Tem Chuck Ryan.   Council members present on roll call:  Olsen, Decker, Hoffmeier.
Absent: Conrad.   Visitors:  Heather Hunter, Pat Kroemer, Bryan Conner, Joshua Engelkins, Roger Huffman, Jay Hein, Joe Crock, Bill Norton.

M/S Hoffmeier, Olsen to approve the minutes of the 8-2-10 and 8-26-10 meetings with the following correction on the 8-26-10 meeting-correct spelling for Tiffany Deerberg to Tiffney Deerberg.  Ayes:   All.

Council discussed the interviews held last month for the part-time temporary maintenance man’s position. Three people were interviewed – Joe Crock, Joshua Englekins, and Derrick Lange.   Since Tim Burmeister does not know yet when he will be off for medical leave, Council decided to postpone the hiring decision until a full council is present.   A special meeting will be held, if necessary.

Council decided to wait another year before applying for CDBG funds for a new wastewater plant.   The deadline for this year’s CDBG application is November 3 and the timeline is tight for all paperwork to be completed by that time.   Also, the required
income survey of residents, conducted by councilpersons and Mayor, was never finished.  Chuck Ryan said he would take the names and get the survey information completed.    Information  received from IDNR and MMS Engineers, indicated the wastewater plant project could be 5-10 years into the future.

M/S Decker, Olsen to apply for CDBG funding for a wastewater plant project in 2011 with ECIA’s assistance.  Ayes:  All.

M/S Hoffmeier, Olsen to allow Trinity Lutheran Church to close  a portion of 8th St. from Washington Ave. to McKinley Ave. for a church event on 9/12/10.  Ayes:  All.

M/S Decker, Hoffmeier to have Gene Hamdorf install heat/smoke detectors in the City Hall, Library, and Fire Station by 9/26/10 per EMC Insurance recommendations, and have Gene contact a qualified electrician to inspect electrical service and wiring in City Hall to assure it meets current electrical codes.   Ayes:  All. Chuck Ryan and Jim Olsen  will install standard handrails for the balcony in the storage area behind the Library as recommended.

Visitor Bill Norton gave a brief updated report on Little Home Day Care Center.

M/S Hoffmeier, Decker to approve the FY10 road use financial report.  Ayes: All.   

M/S Decker, Olsen to approve the monthly financial report.  Ayes:  All.

M/S Decker, Olsen to approve the following permits: Schneid’s LLC-Class C Liquor License, Sunday Sales, and Outdoor Service Area Permit, pending submittal of dram insurance, Alvin Licht-deck, Trish Regennitter-shed.   Ayes:  All.

Council directed Clerk to contact Atty. Sueppel to send a letter to Tim Wadsworth to expedite the demolition of the dilapidated house at 901 Washington Avenue.

Chuck Ryan will either take pictures or compile a list of nuisances at 303 1st St. so the City can send a nuisance abatement notice.

M/S Hoffmeier, Olsen to adjourn @ 8:00 PM.  Ayes:  All.
