LOWDEN CITY COUNCIL MINUTES

PROCEEDINGS OF LOWDEN CITY COUNCIL, REGULAR MEETING, MONDAY, OCTOBER 4, 2004, 7:00 PM

The regular meeting of the Lowden City Council was called to order by Mayor Reuben Wenndt. Councilmembers present on roll call: Conrad, Hamdorf, Decker, Kroemer. Absent: Gottschalk. Visitors: Pat Kroemer, Tim Burmeister, Tom Schwarz, Jason Miller, Mike Jensen.

M/S Conrad, Hamdorf to approve the minutes of the 9-7-04 meeting. Ayes: All.

M/S Hamdorf, Decker to approve payment of the bills as presented. Ayes: All.

Council discussed disabled accessibility for the City Hall. It was decided to consider the project in the spring. Council will continue to get ideas for the project.

Council discussed height requirements for houses and accessory buildings in Residential 1 zoning areas. Currently the height requirement is “not more than 35 ft.”Council decided the maximum height for a house should not be over 18 ft. with no accessory building being higher than the house. An ordinance will be prepared for the November meeting for its first reading.

Council also discussed the condition of the old Rex Feed elevator. M/S Decker, Hamdorf to contact City Attorney William J. Sueppel to begin condemnation procedures for the old Rex Feed elevator. Ayes: Decker, Conrad, Hamdorf. Abstain: Kroemer.

Clerk will contact Turkle’s Tree Service to get estimates on removing two dead trees near the creek bank on Grant Avenue and 4th Street. One tree is owned by the City and one by Marge Doser. Doser will be asked to pay for removal of her tree. Tim Burmeister will also get estimates from Jr. Yutesler, Dan Nietfeldt, and JJJ Enterprises for pulling out two stumps in that location and also for digging out the creek bank in that area.

City Clerk will contact the County Engineer about the time frame for digging out the ditch east of the Fast Stop. Water sits in the ditch and does not drain away. The City was told earlier in the summer the County would dig out the ditch within a couple of weeks.

Gene Hamdorf will be asked to call several companies that sell snow plows to get current prices.

Jason Miller, MSA, discussed with the council the procedure for installing curb and gutter in a town and then the assessment process. The City would first need an engineering design and plats for the properties affected. The City could decide the method for assessing the cost of curb and gutter, either by assessing several blocks or assessing the whole town for a project. Council took no action at this time on a project of this type.

M/S Decker, Conrad to advertise for bids for snow removal for the 2004-05 winter season. Bids are to be returned to City Hall by November 1, 2004, 12:00 PM. Ayes: All.

M/S Decker, Hamdorf to amend the agenda to add: Sewer Jetter. Ayes: All.

Last week, the seven towns which currently share a sewer jetter met in Lost Nation to look at a new sewer jetter with a video attachment. The cost of the new jetter with a root cutter would be $47550. But with trade-in of the old jetter the cost would be $21540. Divided among the seven towns, the cost for Lowden would be in the $3000-$3500 range with payments over a 5 yr period at $750 to $800/yr. M/S Conrad, Kroemer to approve the purchase of the new jetter for the seven towns involved. Ayes: All.

Wes Fox gave a written report to the Council on the condition of the City Hall roof. He felt the shingled side on the north is quite weathered and would need attention in a year or two. The other slate sides could last another 20 years with some caulking needed in a couple of spots. Council will consider some roof work on the City Hall next year.

M/S Kroemer, Hamdorf to approve the following permits: Mike Jensen-curb and gutter, Ed Matheny-garage addition. Ayes: All.

At the direction of the City Council, City Clerk will send letters with a copy of the nuisance ordinance to Wes Stender, property on 1st, Wes Griesbach, property along 1st Street, and to Louis Licht at the former Lowden Lumber Co. All properties have excessive junk sitting around the areas.

Council set Trick or Treat hours for Sunday, Oct. 31, 5:00-7:00 PM.

M/S Kroemer, Decker to adjourn at 9:02 PM. Ayes: All. Next regular meeting is November 1, 2004, 7:00 PM.
