LOWDEN CITY COUNCIL
OF LOWDEN CITY COUNCIL, REGULAR MEETING, MONDAY, OCTOBER 4,
2010, 7:00 PM, CITY HALL
The regular meeting of the Lowden City Council was called to order by Mayor Dan Hamdorf. Council members present on roll call: Conrad, Ryan, Decker, Hoffmeier. Absent: Olsen. Visitors: Pat Kroemer, Tom Schwarz, Bill Schulte, Marilyn Lafrenz, Joe Crock.
M/S Conrad, Ryan to approve the minutes of the 9-8-10 and 9-22-10 meetings with the following correction in the 9-8-10 minutes: the house to be demolished is at 901 Washington Avenue not 902 Washington Avenue. Ayes: All.
M/S Ryan, Hoffmeier to approve payment of the bills as presented. Ayes: All.
Council discussed the drainage ditch south of 5th St. Pl. between 99 and 101 5th St. Place. According to Tom Schwarz, silt and dirt have built up in the ditch and it needs to be cleaned out to allow for property drainage out of the culverts. Schwarz who entered the meeting at 8:00 PM said the area is in the City’s right-of-way and it would take a simple excavation to clean it out. Mayor Hamdorf agreed to look at the area and see what needs to be done.
Marilyn Lafrenz, 402 Harding Ave., said her yard gets all the water from 4th St. and it backs up on her property on the west side of her house and pools there. Mayor Hamdorf said the City would look into possibly installing a tube in that area, at City cost, to make the water flow toward the creek and not flood her property.
M/S Ryan, Decker to hire Joe Crock to install radio read meters at a wage of $12.00/hr. Ayes: All.
M/S Decker, Ryan to amend the above motion stating – Joe Crock will be hired to do radio read meter installation and part-time garbage pickup help at a wage of $12.00/hr.
M/S Hamdorf, Ryan to go out for bids for winter snow removal. Ayes: All. Bids are to be returned by November 1, 2010, 12:00 PM.
CEDCO director, Bill Schulte, was present to inform the council they are involved in a business project with the North Cedar Community School. They would like to get local businesses involved with the CEDCO-NC student project. Council referred Schulte to the Lowden Commercial Club and LEDCO, two active organizations that
could be interested in this.
Trick or Treat hours were set for Sunday, October 31, 5:00-7:00 PM.
M/S Decker, Hoffmeier to approve the monthly financial report. Ayes: All.
M/S Ryan, Decker to approve the following permits: Derrick Lange-garage, Lana Axline-gazebo, Cedar County Store-shed (no fee-existing shed that is being relocated). Ayes: All. Council person Decker reinforced that all permits are to be approved by the Lowden City Council before any work begins on a project.
An update on nuisance abatement notices sent out by the City was given by Council member Ryan. City will contact City Attorney to follow up on the 303 1st Street property and the scrapping business conducted there. Mayor Hamdorf will speak to Tim Wadsworth about the demolition of the house at 901 Washington Ave. which is in a hazardous condition. Council directed Clerk to send a nuisance abatement notice to the homeowner at 804 Jefferson Ave., to clean up the back yard and take down a steel siding fence that is propped up on the property line.
Mayor Hamdorf reported a new storm sewer was installed along south Jefferson Avenue last month in preparation for new curb and gutter next year in that location.
He said he is looking for a supplier for storm sewer intake grates.
Mayor will look at the east end of 1st Street that is buckled up and damaged from truck traffic in that area. Mayor also will direct maintenance men to grade and gravel alleys that have big potholes.
Leaf pickup in Lowden will be on Mondays and Thursdays beginning on Thursday, Oct. 21 through Thursday, Nov. 18.
