LOWDEN CITY COUNCIL MINUTES

PROCEEDINGS OF LOWDEN CITY COUNCIL, REGULAR MEETING, MONDAY, OCTOBER 6, 2008, 7:00 PM, CITY HALL

The regular meeting of the Lowden City Council was called to order by Mayor Pro Tem Chuck Ryan. Council members present on roll call: Conrad, Decker, Tucker. Visitors: Tim Burmeister, Pat Kroemer.

M/S Decker, Tucker to approve the minutes of the 9/8/08 meeting. Ayes: Conrad, Decker, Tucker.

M/S Conrad, Decker to approve payment of the bills as presented with the exception of the bill from WJ Leeper Construction, $3858, for cement driveway and sidewalk approaches along Roosevelt Avenue. Ayes: Conrad, Decker, Tucker. Mayor Hamdorf will need to speak to Welby Leeper about who is responsible for that bill, the City or the homeowners.

M/S Decker, Tucker to approve the only snow removal bid received from JJJ Enterprises and presented as follows: $85/hr. each for backhoe and end loader, $60/hr. for first dump truck and $60/hr. for second dump truck. Ayes: Conrad, Decker, Tucker.

City Council discussed having alternate parking during snow removal in the winter. When snow is being removed on an odd calendar day, people should park on the odd-numbered side of the street and visa versa. Closer to the winter season, a notice concerning this will be placed in the newspaper, posted in the post office and also run on the local cable channel.

Council person Decker will speak to Friends of the Animals about a revision they are proposing in their contract. The change indicated the City would be responsible for delivering a stray animal to the facility in Tipton, instead of them, and the charge would remain at $50/animal. The contract was tabled until the November meeting.

M/S Decker, Tucker to waive the second reading, have the third reading, and adopt Ordinance #783 setting building permit fees. Ayes: Conrad, Decker, Tucker.

M/S Tucker, Decker to waive the second reading, have the third reading, and adopt Ordinance #784 whereby skateboarding is prohibited on the streets and sidewalks of Washington Avenue and Main Street within the City limits. Ayes: Conrad, Decker, Tucker.

M/S Conrad, Decker to approve the monthly financial reports. Ayes: Conrad, Decker, Tucker.

Both maintenance men will be attending a continuing education class in Des Moines from Nov. 18-20. Garbage pickup will be changed to Friday on that week.

A written LEDCO report was presented to the council on their activities for the last two years.

M/S Decker, Tucker to adjourn at 7:47 PM. Ayes: Conrad, Decker, Tucker.

Next regular meeting is November 3, 2008, 7:00 PM.
