LOWDEN CITY COUNCIL MINUTES

PROCEEDINGS OF LOWDEN CITY COUNCIL, REGULAR MEETING, MONDAY, NOVEMBER 2, 2009, 7:00 PM, CITY HALL

The regular meeting of the Lowden City Council was called to order by Mayor Dan Hamdorf.  Council members present on roll call:  Conrad, Olsen, Decker, Hoffmeier.  Absent:  Ryan.  Visitors:  Pat Kroemer, Gene Hamdorf, Terry Ruchotzke, Levi Ruchotzke, Jody Yutesler, Dalton Yutesler, Rob Hunter.

M/S Conrad, Hoffmeier to approve the minutes of the 10/5/09 meeting.  Ayes:  All.

M/S Conrad, Olsen to approve payment of the bills as presented.  Ayes:  All.

Dalton Yutesler and Levi Ruchotzke were present as part of their Boy Scout activities.  Levi is also looking for an Eagle Scout project.  Council said they would try to think of  project ideas for him within the City or Park.

Council determined no bill adjustment would be made for a water/sewer bill at
702 5th St.  After the basement flooded in August, the homeowners said they used excessive water to clean the basement and they requested a portion of the sewer bill be waived.

M/S Conrad, Decker to accept the only bid received from JJJ Enterprises for 2009/10 snow removal: $90/hr. for backhoe and/or end loader, $65/hr. for 1st dump truck, and $60/hr. for 2nd dump truck.  Ayes:  All.


M/S Decker, Olsen, to have the first reading of the new municipal infraction ordinance #788.   Ayes:  All.  Mayor Hamdorf stated, after the ordinance is passed, the Mayor and one of the maintenance men will take pictures of  nuisances and compile a list so enforcement of the ordinance can begin.

M/S Decker, Hoffmeier, to have the first reading of the new water reconnection fee ordinance #787.  Ayes:  All.   Reconnection fees will be raised from $15 to $25 during regular working hours and to $50 during off hours or weekends.

Due to an increase in rates at the Cedar County Transfer Station beginning 7/1/10, Lowden will raise garbage rates for residential from $8.50/mo. to $10/mo. This is a 17.5% increase and commercial rates will be raised by that percentage also.  M/S Hoffmeier, Olsen to increase garbage rates by 17.5 %.  Ayes: All. First reading of the ordinance setting new rates for residential and commercial customers will be at the Dec. meeting. The increase will be scheduled to appear on the February 2010 bills.

M/S Decker, Olsen to approve a sewer hook-up permit, sewer permit fee, and water hookup fee for Dan Hamdorf, new shed.  Ayes:  All.

M/S Decker, Olsen to approve the monthly financial report.  Ayes:  All.

Gene Hamdorf will check prices again for a new radio read water meter system.  Mayor Hamdorf also asked Gene to check if there is an outlet for recycling catalogs.

Gene will check where the City can obtain salt/sand for the winter.

Turkle Tree Service will be contacted to do the tree trimming in Lowden and also remove the tree west of City Hall.  No estimate was received from Cy’s Tree Service as requested.  City Council put a hold on tree trimming at Lowden Memorial Park until the ground is more solid.

M/S Decker, Hoffmeier to adjourn at 7:50 PM.  Ayes: All.  Next regular meeting is Dec.7.  City Council will meet at 6:00 PM during the winter months Dec. through March.
