LOWDEN CITY COUNCIL MINUTES

PROCEEDINGS OF LOWDEN CITY COUNCIL, REGULAR MEETING, MONDAY, NOVEMBER 3, 2003, 7:00 PM

The regular meeting of the Lowden City Council was called to order by Mayor Reuben Wenndt. Councilmembers present on roll call: Clark, Conrad, Kroemer, Hintz, Hamdorf. Visitors: Gene Hamdorf, Pat Kroemer, Tim Burmeister, Don Hunwardsen, Bonnie Hunwardsen, Jay Weiland, Jim Holz, Paul Norris, Larry Nagle, Mark Schneider, Brad Smith.

M/S Conrad, Hintz to approve the minutes of the 10/6/03 meeting. Ayes: All.

M/S Hamdorf, Conrad to pay the bills as presented. Ayes: All.

Jay Weiland, visitor, inquired about connecting Hunwardsen’s Car Wash to the City sewer system. It is believed the new sewer line that was installed and paid for by Molo Oil Co. is owned and maintained by Sam Tika. Hunwardsen’s would have to have permission to tap into SamTika’s sewer line. After discussion, council suggested Hunwardsen talk to Sam Tika about the proposal.

Larry Nagle, ECIA, presented information to the council on the services ECIA can provide to Lowden.

Jim Holz, MSA, showed the council the final water study analysis his company had prepared. He recommended the City submit a loan application for the full cost of a new water tower to the DNR’s State Revolving Fund.  He said ECIA could provide assistance with pursuing CDBG grant funds. M/S Hamdorf, Hintz to send in the loan application to the DNR State Revolving Fund to fund a new water tower and use ECIA to write a grant application for a CDBG grant. Ayes: All.

M/S Hamdorf, Hintz to pay $700 to Alliant Energy for electrical work done when installing the new baseball lights at Lowden Memorial Park. Ayes: Clark, Kroemer, Hintz, Hamdorf. Nays: Conrad. This amount was adjusted down from $1426.24.

Brad Smith, 303 Main Street, was present to clarify there is a 12’ alley between his house and 307 Main Street. Council stated City maps show a 12’ alley between the two properties.

M/S Conrad, Kroemer to accept the only bid received from JJJ Enterprises for winter snow removal: $65/backhoe, $50/1st dump truck, $45/2nd dump truck. Ayes: All.

Council discussed future annexations into the City limits of Lowden and the discrepancy concerning the bridge south of Lowden, whether it is in or out of the corporation line limits. M/S Hamdorf, Kroemer to have Clerk send a letter to the County Recorder to clarify in writing where the corporation line limits for the City of Lowden are and show proof. Ayes: All.

Mayor told the Council he would like to discontinue comp. time for the City men and pay them overtime for work performed. After discussion, Council left the comp. time policy for City men as it currently is.

Gene Hamdorf reported the frost jacket at the water tower needs to be repaired. Council will discuss this at budget time. Gene said new uniforms for he and Tim Burmeister will cost $250 a piece for 5 pants and 5 shirts each. He said they are having problems with the transmission in the red recycling truck. Council directed Gene to have Brian Gade check the truck and if the repairs are not major, to go ahead and have the truck repaired. Council said they may have to look into replacing the truck. Council directed Gene to look at the areas of 4th St. and Harding Ave. and 5th St. and Hall Ave. and assess what needs to be done to allow for better drainage.

M/S Kroemer, Hintz to approve the monthly financial report. Ayes: All.

M/S Kroemer, Hamdorf to approve a curb and gutter permit for Correen Tobey, 803 Hall Ave., and an amendment to a building permit approved in July, for a duplex for Wes Griesbach, extending the building an additional 12’ to the west. Ayes: All.

Dan Hamdorf agreed to be on the WGML Committee since Councilman Clark will be going off the council.

Mayor stated the City had received a letter from Attorney Bill Norton. Norton stated there is a boundary line dispute between the Mike Blake and Monty Schnede properties on Washington Avenue which could affect building or sidewalk permits.

Dan Hamdorf reported he is still making inquiries with the County regarding a used police car.

Councilman Hamdorf also told the maintenance men the next time a street is dug up, they should saw out the street surface so the area is not so uneven.

M/S Kroemer, Hintz to adjourn at 9:20 PM to the next regular meeting on December 1, 2003, 7:00 PM. Ayes: All.
