LOWDEN CITY COUNCIL MINUTES

PROCEEDINGS OF LOWDEN CITY COUNCIL, REGULAR MEETING, MONDAY, NOVEMBER 3, 2008, 7:00 PM, CITY HALL

The regular meeting of the Lowden City Council was called to order by Mayor
Dan Hamdorf.  Council members present on roll call:  Conrad, Ryan, Tucker, Olsen. Visitors:  Larre Petersen, Pat Kroemer, Gene Hamdorf.

M/S Ryan, Tucker to approve the minutes of the 10/6/08 and 10/10/08 meetings.  Ayes:  Conrad, Tucker, Olsen, Ryan.

M/S Conrad, Olsen to seat Decker at 7:05 PM.  Ayes:  Conrad, Ryan, Tucker, Olsen.

M/S Decker Tucker to approve payment of the bills as presented.  Ayes:  Ryan, Tucker, Olsen, Decker.  Nays:  Conrad.  Conrad felt the bill for Leeper Construction, $850, for a driveway approach and some sidewalk approaches done during the Roosevelt Avenue curb and gutter project, should be the homeowner’s responsibility.  Mayor Hamdorf explained the driveway approach that was torn out, was installed by the homeowner very recently and the homeowner was promised the City would pay for a new approach.  Conrad wanted to make sure the City clarifies those things before another curb and gutter project proceeds.

Council discussed purchase of approximately three acres of land of Larre Petersen’s which borders the City’s wastewater plant.   The City will eventually need more land, when or if, a new wastewater plant is built.  Petersen asked that the City be responsible for any survey work or legal fees associated with the purchase. M/S Conrad, Olsen to proceed with the purchase of three acres of Larre Petersen’s land bordering the wastewater plant.  Ayes:  All.  City will ask an attorney from Norton Law Office to assist with the legal work associated with the purchase.

Lisa Decker had talked to Friends of the Animals about the contract with them for stray animal pickup.  They will no longer pick up an animal, but still will charge the City  $50 to bring an animal to the shelter.    Council decided to continue with the contract and City personnel or the Sheriff’s Dept. will have to deliver any stray animals to the shelter.

M/S Tucker, Ryan to adopt the Identity Theft Prevention Program for the City of Lowden, effective on 11/1/08.  Ayes:  All.  The program will help protect personal consumer data from identity theft by implementing special security procedures.  

M/S Decker, Tucker to approve a sidewalk permit for Roberta Gottschalk. Ayes:  All. 

M/S Decker, Olsen to approve the monthly financial report.  Ayes:  All.

Clerk will check with an attorney from Norton Law Office concerning the obstruction of water flow from a culvert on the Wadsworth property on north Washington Ave. causing water to backup on the east side of the street.

M/S Tucker, Ryan to adjourn at 8:05 PM.  Ayes:  All.

Next regular meeting is December 1, 2008, 7:00 PM.
