LOWDEN CITY COUNCIL MINUTES

PROCEEDINGS OF LOWDEN CITY COUNCIL, REGULAR MEETING, MONDAY, NOVEMBER 7, 2011, 7:00 PM, CITY HALL

The regular meeting of the Lowden City Council was called to order by Mayor Dan Hamdorf.  Council members present on roll call:  Conrad, Ryan, Olsen, Decker, Hoffmeier.  Visitors:  Julie Goodell, Jeremy Zeller, Pat Kroemer, Gene Hamdorf, Kirk Steinke, Louis Licht, Tim Crabb.

M/S Ryan, Decker to approve the minutes of the 10-3-2011 meeting.  Ayes: All.

M/S Olsen, Ryan to approve payment of the bills as presented.  Ayes:  All.

Mayor Hamdorf opened the Public Hearing on the City’s proposed application to Iowa  Dept. of Economic Development for a housing rehabilitation grant. Tim Crabb, ECIA, explained the grant would provide rehabilitation assistance to persons of low and moderate income.   He asked the council if the City would provide funds as a local effort toward the project.  He said the City could apply for a grant to rehabilitate six homes with the total cost for the project being $227,994 and, typically, cities could provide local funds at $1000/per home.   

Mayor closed the Public Hearing and opened the meeting.

M/S Ryan, Decker to approve Resolution #11-06 authorizing the Mayor to sign the application to IDED for a Owner Occupied Housing Rehabilitation CDBG grant in the amount of $227,994, with a pledge of $6000 as local effort toward the project, and approve an update of the Community Development and Housing Needs Assessment. Ayes:  All.   Pre-applications will be available at City Hall for Lowden residents interested in the housing rehabilitation project. 

Two bids for the Harding Ave. sewer line project were received.   Hometown Plumbing & Heating bid $21,925 which includes $640 for rock and $2300 for 400 ft. of 8” pipe.   JJJ Enteprises bid $32,579 which includes $3667 for rock and $4422 for 400 ft. of 8” pipe. 

M/S Ryan, Olsen to accept the bid from Hometown Plumbing & Heating of $21,925 for the Harding Avenue sewer line project with them supplying all materials and labor.  Ayes:  All.

M/S Ryan, Hoffmeier to waive the second reading of Ordinance #795, allowing golf carts on City streets with certain requirements, have the third reading and approve adoption of the ordinance.  Ayes:  All.  The ordinance will be published in the Sun-News and the Clerk will also have it published on the City’s website. 

Council tabled a proposed tree ordinance until the December meeting.

M/S Conrad, Olsen to accept the only bid received from JJJ Enterprises for winter snow removal:  backhoe and/or end loader-$100/hr. and 1st dumptruck-$65/hr.
and 2nd dumptruck-$60/hr.   Ayes:  All.

Louis Licht, visitor gave the council some additional information about using trees for wastewater treatment.   Currently he has 10 trees planted at our wastewater plant as a sample test project and asked if the City would pay for sending wastewater samples in for testing.  Gene Hamdorf said it would cost approximately $30 each for 12 samples.  

M/S Decker, Olsen to amend the agenda to add:  Louis Licht-Wastewater Treatment Plant.  Ayes:  All.

M/S Decker, Olsen to pay for testing of wastewater samples taken by Louis Licht at approximately $30 each for 12 samples.  Ayes:  Olsen, Decker, Hoffmeier. Nays:  Conrad, Ryan.   Council stated Louis Licht would have to pay for the postage to mail the samples.

M/S Ryan, Conrad to approve the following permits:  two permits for Julie Goodell-garage addition and a 4-season room, Jared Hein/Ryan Venditti-shed, and
Schneid’s-liquor license.   Ayes:  All.

M/S Ryan, Conrad to approve a fence permit for Ed Werner, pending Gene checking the specifications.  Ayes:  All.

M/S Decker, Ryan to approve the monthly financial report.  Ayes:  All.

City Council reviewed the recently completed City Audit for FY2011 done by Dietz, Donald & Co.

Gene Hamdorf told the council he got a price of $1300. from United Rentals for a packer for hot mix when patching streets.  Council said the packer would be a good piece of equipment to purchase. 

Gene Hamdorf stated the last day for leaf pickup would be Thursday, Nov. 17, weather permitting.

M/S Ryan, Hamdorf to adjourn at 7:57 PM.  Ayes:  All.

Next regular meeting is December 5, 2011, 5:30 PM.
