OF LOWDEN CITY COUNCIL, REGULAR MEETING, MONDAY, NOVEMBER 8,

The regular meeting
of the Lowden City Council was called to order by Mayor Reuben Wenndt.
Councilmembers present on roll call: Gottschalk, Hamdorf, Decker,
Kroemer. Conrad seated at 7:06 PM. Visitors: Pat Kroemer, Gene Hamdorf,
Matt Curley, David
Horman, David Hintz, Clint Henning.
M/S Hamdorf, Decker to approve the minutes of the 10/4/04 meeting. Ayes: Gottschalk,
Hamdorf, Decker, Kroemer.
M/S Hamdorf, Gottschalk to approve payment of the bills as presented. Ayes: Gottschalk,
Hamdorf, Decker, Kroemer.
M/S Hamdorf, Decker to seat Conrad at 7:06 PM. Ayes: Gottschalk, Hamdorf, Decker,
Lowden Fire and Rescue personnel were present to obtain the approval from the
council for an addition to the Fire Station. They need additional space to store
a fire truck and rescue boat and will also be building a women’s restroom
and shower. The building will be 20’x 40’and cost will be approximately
$13500 for materials. Council stated they would prefer their addition be 10 ft.
from the Historical Building. M/S Conrad, Hamdorf to approve a 20’x 40’addition
to the Fire Station
for Lowden Fire and Rescue. Ayes: All.
M/S Conrad, Decker to accept the only bid received for snow removal from JJJ
Enterprises: $70/hr., and $50/1st dumptruck, and $45/hr. 2nd dumptruck. Ayes:
Conrad, Gottschalk, Decker, Kroemer. Abstain: Hamdorf.
M/S Hamdorf, Gottschalk to set 12/6/04, 7:00 PM, for a Public Hearing for the
CDBG applications for the City’s watertower project and the child care
center project. Ayes: All.
M/S Hamdorf, Decker to have the first reading of Ordinance #762 setting height
limitations on outbuildings in R-1 and R-2 zoning areas at 18 ft. Ayes: All.
M/S Hamdorf, Kroemer to send a fee of $50 in support of the US Highway 30 Coalition
of Iowa. Ayes: All.
M/S Hamdorf, Decker to solicit bids for the old 1983 recycling truck to be returned
by December 6, 2004, 12:00 PM. Ayes: All.
Matt Curley was present and told the council he purchased Lee’s Garage.
The water line is leaking under the floor in the garage and that line is a tee
off from Lucille Corrick’s water line. He would like a separate water service
line into the garage. Gene Hamdorf said the line could come off Jefferson Avenue
or Washington Avenue and the cost would be in the range of $1000. After discussion,
M/S Hamdorf, Conrad to run a new water line to Curley’s garage and from
the curb box into the building will be Curley’s financial responsibility.
M/S Kroemer, Decker to approve the monthly financial report. Ayes: All.
Gene Hamdorf reported
they had jetted several sewer lines with the sewer jetter and also
wastewater pumps have had to be repaired or will be needing repairs.
M/S Decker, Conrad to approve the following permits: Correen Tobey-garage,
Henry Boedeker and Jerold Jensen-curb and gutter. Ayes: All.
Clerk reported she will attend a budget workshop sponsored by the IA League
of Cities on Dec. 9 in Coralville.
Council discussed the alley between Beryl Esbaum’s and Marlene Wiedenhoff’s
and north of that area. City will clarify this issue with the Cedar County
Mayor reported an unidentified individual had reported to the IDNR that the
burning of the former Mayme Meier farm buildings the week of October 25, was
an illegal controlled burn. However, after a visit from the IDNR, it was found
all proper procedures were followed by the Lowden Fire Department and no wrongdoing
