LOWDEN CITY COUNCIL MINUTES

PROCEEDINGS OF LOWDEN CITY COUNCIL, REGULAR MEETING, MONDAY, DECEMBER 1, 2003, 7:00 PM

The regular meeting of the Lowden City Council was called to order by Mayor Reuben Wenndt.

Councilmembers present on roll call:  Kroemer, Hintz, Hamdorf, and newly sworn in councilmember, Roger Gottschalk.

M/S Hintz, Kroemer to approve the minutes of the 11/3/03 council meeting. Ayes: Kroemer, Hintz, Hamdorf, Gottschalk.

M/S Kroemer, Hamdorf to seat Conrad at 7:05 PM. Ayes: Kroemer, Hintz, Hamdorf, Gottschalk.

M/S Kroemer, Hintz to approve payment of the bills as presented. Ayes: All.

Councilman Hamdorf said there has been no other information forthcoming from the County concerning police protection or the availability of a used police car for sale. Mayor Wenndt may speak to the Cedar County Supervisors this month.

Don and Bonnie Hunwardsen were present as a followup from the Nov. meeting, to ask about a price for a new sewer line to their property. To hook onto Sam Tika’s sewer line would cost $15,000 according to Tika’s lawyer. Council said a new line could be run off the manhole near the Farm Service building but then would have to bore under Highway 30.  No prices have been received from JJJ Enterprises yet. Council told Hunwardsen’s they would try to get a price from JJJ Enterprises within the next month and call a special meeting if necessary.

M/S Hintz, Hamdorf to approve the placement of a repeater to bounce signals from Clarence to Lowden for internet wiring at the elementary school in Lowden. Ayes: All. There would be no cost to the town and the North Cedar School would accept all liability.

M/S Hintz, Hamdorf to adopt the City’s Substance Abuse Policy and note the City would pay no drug rehabilitation expenses for employees. Ayes: All.

Gene Hamdorf reported he would like a new Ph meter for wastewater testing, the cost being $600. Council said they would consider this at budget time

M/S Kroemer, Hintz to approve the monthly treasurer’s report. Ayes: All.

Mayor directed Gene Hamdorf to speak to some residents who have had cars parked too long on the street.

Council also discussed people who walk their dogs at Lowden Memorial Park and do not clean up after them. No action taken on the issue.

Mayor will get bids for a City Hall furnace and prices for a new mower to be considered at the budget meeting. Council also asked City Clerk to contact Preston Insurance Co. for a bid for self-funded insurance for the City.

Mayor Wenndt thanked David Hintz for his service to the town as councilmember.

Clerk reported she had sent a letter to the County Recorder’s office asking for clarification of the City’s corporation line limits and is awaiting a response.

Gene Hamdorf will get a price for new overhead door at the City Shed.

M/S Hamdorf, Kroemer to adjourn at 7:56 PM.  Ayes:  All. Next regular meeting is January 5, 2004.
